An computer and an notebook both with RTX 5090 will be the same performance? If I use a laptop with an RTX 5090 connected to a Smart TV, will I be able to play at 4k@60 FPS with all ultra settings?!

The notebook is cheap tha a Gaming PC and It takes up less space, but will the notebook RTX have the same potential as the PC RTX?!

A laptop 5090 is limited to around 150W compared to ~550W on the desktop 5090. You get much better performance on the desktop version. The performance of the mobile 5090 is fairly close to a desktop 5070ti, so still pretty good and probably fine for gaming on a TV.

I agree with this post, you will probably be fine in this situation but for the future always get a desktop 5090 as those things are just raw power dogs.
