C++ 11 compiler for Windows

You're thinking of a compiler..not IDE. The IDE has nothing to do with C++11 Support. Anyways your options are GCC, Microsoft's Compiler, Intel Compiler.
I'd stick to GCC and you can use Code::Blocks as the IDE.

Yup you just compile with -std=c++0x in the command line.
