Allowing accepted leets to neg rep

So I understand why leets can't neg rep anymore, and I'm assuming a big part of it is because there would be more unnecessary rep abuse. Well what if there was an application process for leets who can't afford uber (similar to being accepted as uber) and this would allow them to give -1 rep per day. Also they could get an add on to their user bar signifying they're an upgraded leet. Maybe darker green color or something.
