I remember back when you could leave any comment you liked on a persons rep, and when rep for rep wasn't allowed.
I believe this was far better as it allowed for a more qualitative representation of why the reputation was given, and also rep actually meant something. I believe allowing for uses to 'rep for rep' and 'rep for byte' just destroys the whole significance of the system.
That's popularity now, reputation is the b-rating score which is harder to fake

Its popularity and not supposed to be used as a rep system. Thats why "rep for rep" and "bytes for rep" are allowed now. I often give positive popularity using the negative options. Its not really just a system to mess around with. Now the market place has a more rep like system but its harder to fake rep there and you are required to have a contract to do deals which makes it harder to farm "market rep"

Yeah I guess you are correct.
The marketplace system is better imo.
I do still think that the population system should allow free comments on why that particular rating was given.

Reputation (well.. popularity) doesn't mean anything now. You are allowed to ask for popularity and it doesn't mean anything in the marketplace.
In order to check if someone is "trusted" or not, check his marketplace profile and B-ratings.
