Well hollywood horrors are very generic and repetitive with the high pitched screams and the pleas to live and the paranormal activity or alien activity or mass murderer. It's just not that scary.

IMO it was higurashi no naku koro ni, and umineko no naku koro ni.
For me it has to be Another, the whole creepy atmosphere/music and the doll scenes.
So far I'm stuck between Elfen Lied and Another, so far I think Another tops the cake this time.

In all honesty, anime can't even come close to being as scary and gruesome as manga can be.
Go read something like Ibitsu or Hideout, those short, horror-dedicated manga will make you shit bricks.
