Just figured out how to do this effect so I thought it would be a nice thing to show how its done or at least how I do it! This is my first tutorial, let me know how I did and how I could make it better for future posts!

Step #1
Spoiler (Click to View)
Open up photoshop CS6

Step #2
Spoiler (Click to View)
Create a new canvas with the width at 650 and height at 200

Step #3
Spoiler (Click to View)
choose a color you like and press Ctrl+Backspace (Windows)/Command+Delete (Mac)

Step #4
Spoiler (Click to View)
Click "T" to use the text tool and type whatever you like!

Step #5
Spoiler (Click to View)
Right click on the rectangle tool and choose "Line tool"
Then draw a simple (somewhat thick) line at the start of the text (Where you want the animation to begin)

Step #6
Spoiler (Click to View)
Now play with the effects a bit to make the line glow by right clicking the layer and seleting "Blending options..."

Step #7
Spoiler (Click to View)
Now, Make sure you have the "Timeline" window open, If it isn't open or you can't see it go to the Window->Timeline. Then you should see it. Click on "Create video timeline" and then you should see this.

Step #8
Spoiler (Click to View)
Click on the icon at the bottom left of the timeline that looks like 3 squares

Step #9
Spoiler (Click to View)
Now duplicate the layer in the timeline window by clicking this icon

Step #10
Spoiler (Click to View)
<In the timeline window> Click the 2nd layer (The one you just made) and drag your line to the place that you want the animation to end

Step #11
Spoiler (Click to View)
Hold down Ctrl (Windows) or Cmd (Mac) and click both layers in the timeline then change the delay to 0 seconds (No Delay) and change the repeat rate to "Forever" (Do NOT unselect the layers yet)

Step #12
Spoiler (Click to View)
While you still have both layers selected in the timeline click on the shape layer (Your line layer) in the actual "Layers" tab and then click Ctrl+Alt+G (Windows) or Cmd+Opt+G (Mac) which will make it have a text mask so that its behind backround yet over text (Correct me if i'm wrong)

Step #13
Spoiler (Click to View)
Now make sure both layers are still selected and click on the "Tweens animation frames" button

Step #14
Spoiler (Click to View)
Change the "Frames to add" field to whatever suits you. The more frames = the longer it takes the animation to finish

Step #15
Spoiler (Click to View)
Now you are done! Click "Save for web" and change it to GIF. Review your outcome and let me know how you did!
Here is my outcome :)

I hope this has helped any of you curious on how to do this kind of efffect! Have a great day!

I'm sorry but I spent a while making this tutorial, I understand that there are others that exist. I wanted to help out by posting a tutorial of something that I knew how to do. I can assure you that I didn't base this off of a youtube video and if you don't believe me then so be it. I made this tutorial for CS6 specific layouts because I saw no other member post using CS6.
