I've already made a thread suggesting a build for my friends work station, which he plans to use for video editing. Then I started researching into the field of workstation vs. gaming graphics cards. My friend is planning to use Premiere and Photoshop, along with maybe other 3d modeling programs like AutoCAD and stuff like that. What sort of graphics card would he need?, I'm thinking about giving him http://pcpartpicker.com/part/ati-video-card-100505553
Since I only have enough room for a 300$ graphics card. And also, would the 512mb of RAM be good enough for his usage of those programs?

It is not recommended to cheap out on a graphics card especially for a video editiing/CAD/3D design build. That ATI card is pretty old (ATI doesn't exist anymore since the company is now a part of AMD). You can get that card that you linked for about 50$, which is no where close to the 300$ budget.

I believe the Geforce series perform quite well when it comes to AutoCAD and similar applications. Perhaps something like this would be right down your alley.

You shouldn't recommend NVIDIA Graphics Cards for a video editing build. The Adobe Suite is optimized for AMD Graphics Cards. If you want more information click the link I have provided.

My friend is also looking into working with 3d modeling software, would AMD cards work well with that as well?, And what specific card would work well with AutoCAD/Rendering/Editing? Could the R8-R9 series be a contender?

AutoCAD, the Adobe Suite, and that's about it.

You're looking at consumer GPU on a $300 budget.
AutoCAD is optimized for Nvidia GPUs.
Most of Adobe Suite is optimized for OpenGL(AMD), but they'll still work great with an Nvidia GPU.
