I'm testing it while ratting myself.

When i set the DNS/IP to my internal IP or 127.0.0.1, it works fine, but when i try using an external IP or Internal IP via No-ip, it fails to connect.

Very strange. Anyone else have a clue what could have caused this?

Are you port forwarded correctly?
When you are using your local ip you do not need to port forward.

Well I was told with the vpn im using i shouldnt need to portforward because all ports our open. But i did port forward and still got the same outcome :-(

Don't use no-ip as your dynamic dns provider, they've had a huge crackdown on people using their service for exactly what you're doing.

no-ip may or may not be the directly effecting the connection, I'm not a RAT expert, but you might want to go to the RAT sub-forum and ask there.

Thanks, and you might want to check the ports that you're using as your external IP might not have them open

Well I ran a netstat, and the ports are definitely being listened to by my rat. But I tried to forward them on my router and still no dice. Using a vpn used to work, but recently I dont know, now even that's not working.
