Why do I get this noise in the background?

The dark gray part, why is that happening when I save the file as a png. The size is 17K pixels x 17K pixels.

I don't get that problem when keeping the background layer, but I need the thing seethrough.

Are you Saving For Web?

If so, choose Save As and save as a png.
