Everytime I try to remove my external HDD this is what I get:

Even when pretty much everything is closed...

How can I fix this?

Thanks

Run Process Explorer as a administrator and from the menu bar click Find select Find Handle or DLL... and type X: into Handle or DLL substring input box click Search button to find all the processes accessing the X: external drive. Replace the X: drive letter with the drive letter of the external HDD. You can kill process that is accessing the external drive by right clicking the process name from Process Explorer and select "Kill Process" but be very careful what process you terminate because it can cause problems.
Bunch of shit.
Bunch of each: System, services.exe, lsass.exe, svchost.exe.

Is it safe to kill them all?

Can you take a screenshot of the process explorer and post it here for me to have a look.
No, it is not safe to kill it because it might cause BSoD or just will not allow you.The question rather is what are you running off USB that employes so many system processes.

That's what comes up for E: (the external HDD)
It includes numerous pictures, videos, downloads, ISO's, etc.

I would guess that some of the processes are involved in Indexing. Also, if you have started an executable off the drive and brings different complexity. Especially if it did not terminate properly. In between, you can pull out the drive even if OS does not allow it. Make sure that activity light is in "idling" and pull the drive out. There is a chance that you will loose some of recently stored data.
Yeah I did, just weird. Only thing I did today was just transfer some pics from my PC to the external HDD.

Does your drive have some kind of on-board software that WD, Seagate and other companies like to install prior sale? If yes, then it can explain such background activity.

You have not correctly configure the Handle and DLL search option the images you posted does not show the External HDD drive letter it should show the drive letter under the Name column like the image i post as you can see from image i post the D: partition is access by few process.

Hit start and type Devices and printers, find your device and Eject it from there. Then check My Computer to see if it's still there, if not remove it.
