If you mean update your DNS's IP, you can do so buy clicking the Direct URL link on FreeDNS or use the DUC from no-ip. Is it enough to run the bat one time, or do I have to run it each time I RAT?
Anyone who is getting the message "ERROR: Address <your ip here> has not changed." is doing it correctly. That is a good message response from FreeDNS. It means that your old IP and new IP are the same IP and it does not need to change anything on it's end. There is not a problem there.
