How to make moving bobblehead gif?

I recently saw this picture and I was wondering how it was created. Thanks! 🤝

Import the original gif into photoshop
Import the photo of the person you want over the original gif
Use the quick selection tool to select the head, ctrl+c then ctrl+v
Hide the layer you got the head from
use the timeline tool to change the frames to an animation
Select the first frame and move the head layer over the other head on the original gif, do this for each frame
file>save for web

Can I do this in GIMP or any free software or does it have to be Adobe PS?

I don't use GIMP but I would assume you could do it on gimp.
There are alternative ways to get PS
