Computer crashes when programs are run

Posting this for my buddy, he's having issues with his computer and I figured i'd post here to see if anyone knows whats up. I don't know his exact specs or computer or anything yet, but I know he's running the latest windows 7 home

The problem is, whenever he tries to run any NON JAVA program, even calculator and paint, his computer crashes instantly. But when he runs a Java program, say minecraft, the computer seems perfectly fine. Now we've delved pretty deep into this. He tried using a virus scanner, but it causes the computer to crash so I booted up a USB anti virus and did a scan but nothing was found. I then tried to boot into Kali and go on his OS and search his registry for anything, but the moment i went into his OS, the computer crashed. I've never seen anything like this before, so I have no idea if its a virus or a RAT. Maybe somebody is screwing with him somehow, i don't know.

Can anyone shed some light on this?

I will get more information on his computer tomorrow in the morning, but until then, any theories? We're stumped.
This isn't really gonna help unless we have him here, Because there are specific things we need to know in order to help.

If there isn't anything 'Important' on the PC that you have downloaded within the past day or so, I would restore it to an earlier version (Not factory image, Just a few days before it started acting like that.)
How is it crashing? Is it producing a BSOD or not? If so, can he archive the content of C:\windows\minidump\ and upload the archive to ge.tt then give me the download link?

Wouldn't that be hard to do considering everything you do on it causes it to crash?

He simply have to boot in Safe Mode with Networking, doubt it'll crash there.

and when it crashes, it doesn't produce a screen, the computer just shuts off and then when you reboot it, it asks to either launch normally or launch the system repair thingy.
