I seem to be following all of the requirements...
It still doesn't let me upload the profile picture or add it with a link.
Must be a bug on HF end.

I don't have 50 posts yet, so I can't use [img].

If you want to use your own avatar you have to have the complete link, like "https://i.imgur.com/FJC92Ij.png" not just "prntscr.com/671oql"

And you can't upload images as avatar if you're not upgraded if I'm not mistaken.

Just as Moseby said, you must be an upgraded member to upload an avatar, but you can link an avatar.
This system sometimes is a bit glitchy tho.

I didn't know about the upgraded part being necessary, I tried using a link and that didn't work either. Oh well no big deal for right now.
