Monitor lines and low FPS

Hello guys, just bought new PC few days ago. But didnt had money for new GPU so i put my old GeForce 9500 GT.

Other specs of PC are:

AMD FX 8350 4.GHz
HyperX 2x8 GB 1866 MHz
MSI 970 Gaming

So the problems is that i have strange lines on my monitors and low even lower FPS in CS:GO ( tested it just here) than on my old PC and brothers. With his GPU i had 100 FPS apporx, and on his PC he has about 150 FPS. His PC has 4 cores mine 8. he has 4 GB RAM and GT 630 GPU. I also updated drivers for everything possible.

This is photo i have on desktop: Spoiler (Click to View)

and this is how myc desktop looks with this issue http://prntscr.com/8hh2fh

AMD Athlon X4 740 Quad Core 4GHz
I don't see any lines, Maybe it's just you're pc screen needs to be replaced
they are hard to see for me also sometimes. Depends of color in back. They are like pulsing up and down a bit.

What GPU are you using when it happens?
It might be a sign of a dying GPU.

Yeah, so it's probably a dying GPU.

You could try something like the free version 3DMark Firestrike (It's on Steam as well as their website)

3DMark Website: http://www.futuremark.com/benchmarks/3dmark#windows
Steam Store: http://store.steampowered.com/app/223850/
