How does the rotator work? Do I set my app to use proxy at say 127.0.0.1:46798 and then this app of yours will use a random one?

You can either import your own proxy list, or generate one using the scraper or free proxy lists that are included in the program.
Once you load proxies, check them. Once checked, you can begin rotation. You specify every X minutes, the program will set your computer's global proxy to one from the list.

Could it be updated to instead/as well as setting the global proxy, ProxEZ rotator can run as a local proxy forwarder?

Meh, its a decent price, not like those $2 scrapers that you have to buy a checker for after.
