That still leaves a lot of possibilities. Is it a security tool that requires crypto knowledge, a high performance networking tool, machine learning application, video game development, or a Linux Kernel Module?

Ah, yes, the fact he mentioned a general purpose programming languages with ties in all forms of programming from embedded systems to networking to graphics really helps as narrow down what he wants.
