I'm completely lost as to how this guy got an account that's over 12 years old with a fair amount of games bought back then. Is there a specific website I could buy these sort-of accounts?

Lol.. There's people who sell these accounts. You can find a 12 year old account going for around $5 and even less than that. He bought an old account and simply made it his main so it has the badge/low steam id.

checked his name history and time of creation of the account + my tool to check a username with any desired email extension.
Only 1 result came up, that was the hotmail and checked it on the steam website 🤝

And how do you know that it's not his account? I myself own an account from 2005 that I created.
Anybody could have registered an account in 2003, everyone's not a kiddo that started playing in 2012 because of CS;GO, most of people were here way before CS;S and 1.6, and yeah that would be pretty stupid to put all of these skins on a bought account.
