How to disable Cortana safely?

So I tried some methods from google which just messed my PC.

Microsoft.Windows.Cortana_cw5n1h2txyewy
Is un-editable on my PC.

Cortana Process starts again after reboot.

How can I permanently stop it?

That crap is like one of the viruses I got a few years ago. No matter how hard you tried to get rid of it, it just wouldn't go

Hmm.. Unfortunately I think the best you can do is disable Cortana through Regedit or something but the process will still be running in the background. Else you'd have to ditch the search function entirely..

Which version of windows 10 are you on because if your on home, it can be done via registry but if on pro or enterprise it has to be done via group policy editor.....

Disabling it is possible, but the process still runs in the background. I believe he is trying to kill that process permanently.
What do you mean by safely?

Why do you need to disable it? If I am not mistaken I have mine off with just a simple setting change.

Does the powershell uninstall work for Cortana?

Code
Get-AppxPackage -allusers | Remove-AppxPackage

I think it used to work with the previous versions. But with the anniversary update, it probably does not work.
