I don't think they are allowed anymore, because I never seen them again.
eBay feedback with rating and a minimum of ... words, right?

Anyway, not sure about all this but I do recall seeing them at here.

I've seen a lot of LocalBitcoins feedback exchange fairly recently too, so I believe it might be.

That's from 2012 and someone bumped it in 2016. It's still not allowed.
