I've just installed my new Zotac GTX 1070Ti Mini and it seems as if there's an issue with pink and green pixels appearing on the screen. Also when I boot into Windows 7 the screen turns on and off constantly.
I have tried taking the card out and putting it back in. I have tried using a different 8 pin power connector. I am able to boot into Safe Mode, but there's still pink and green pixels.
My other hardware components are an Intel Core i7 4790 (non-K) 16GB DDR3 1333MHz (2X8GB) ASUS H81M PLUS DREVO 240GB SSD Corsair TX750 PSU.
I have tried using DDU through safe mode and have tried installing the latest NVIDIA drivers, but haven't had any luck.
Could this be a dead GPU or is it something else that I'm missing?
I'd also like to mention that I was using the onboard Intel HD 4600 graphics, but changed from iGPU to Auto in the BIOS.
Check online if your motherboard supports it.

Motherboard definitely supports it.
I've also noticed that at a lower resolution it doesn't seem to be an issue only when I change it to 1920x1080.

Couple possibilities:
Bad monitor (not likely if it's not showing at all resolutions)
Bad video cable (possible but not likely again as above)
Bad GPU possible could have got a bad one, RMA this one, if it happens with the replacement then it's not the card....
I have a feeling it's a faulty card as when I took the card out and put it back in the issue was still there with pixels showing, but not as bad and I was able to select 1920x1080 at 60Hz. I think it may be the connection between the card and the PCI-E slot on the motherboard. I had a GTX 780 before and that worked fine. I have a DP cable coming today so if that doesn't fix the issue then I'll do an RMA. Card also produces bad coil whine as well, Zotac certainly hasn't left a good impression!

First of all stop using Windows 7
Second of all are you sure you were using the correct connector?
Third of all why were you using your igpu?
4th of all why the fuck did you buy a mini card?

care to elaborate on "stop using windows 7"..?
Try using your onboard GPU and see if it still there. If its not then it has something to do with your GPU.

Drivers are far better optimized for Windows 10. Unfortunately I don't have a 7 machine around anywhere for proof, but benchmarks are now up to 5% higher on 10 for a lot of software.

I tend to have better overall performance in windows 7.

Well not in anything running DX12...

I'm not talking about DX12, you can't compare it because DX12 doesn't even run on windows 7.

It still doesn't excuse the performance issues of Win 10, not necessarily in games but in general use. A PC with an i5 2400 and windows 7 runs quicker than my pc on windows 10 with an i5 8400 which is significantly quicker.
Windows 10 just feels sluggish compared to anything older. Especially on low end machines like the Celeron n2840. Windows 10 runs awful on that thing however win 7 runs much more smoothly.
Anyway it's just a matter of opinion. I think Windows 7 is better overall.

Your opinion is fine and all, but it's objectively wrong. You can't even compare dissimilar hardware like that. A slow hdd is probably your issue.
