I have a problem with an user of this forum and my refund requests keeps getting deleted from their sales thread. I would like to know how to open a deal dispute and do I need to upgrade my account for that?

You're an idiot and need to read the rules and help sections of the site before any further use. Literally, links all over the place and you're too much of a retard to take the time to read them. You LITERALLY deserve to lose your money if you can not read and follow simple rules.
