Its not ok to scam anyone but to open a dispute there need to have contract else you can not open dispute.

I doubt he scammed you. He is a bit slow, but he is not a scammer. He had 2 chances to scam me and he didn't. Initially he did go offline like he did with you but I was patient because there were comments in his thread saying that he is slow, so I kinda expected it.
