Unfortunately it would need that sort of data in order to work, data that would first consist of some sort of preference.

And to make it Immune just use a Diffie Hellman Ratchet like WhatsApp do for encryption, after the decision is made, the key is regenerated. That way the chain could never be broken and if they broke a link in the chain, the decision has already been made, the link can be verified by other chains
