UPDATED WHOLE OP
I know almost everyone is telling me to get more CPU but I kind of just want a whole new computer to start fresh, but as I said before I don't know anything about computers and I'm looking on sites like Best Buy and Digital Storm to see options. Are any of these options good for just streaming/watching streams AND NOT gaming?

Have you considered potentially installing more RAM?

As the guy before me said, you need more RAM. I'm fairly sure that your computer runs with DDR3 which can still easily be bought from pretty much any store that sells pc parts. It's worth checking your system first tho, if it's a custom build you might want to open the case and take a look at the motherboard.
Also, when was the last time that you cleaned up your computer (not physically, I mean with something like ccleaner)?
If you are streaming, I would highly suggest at least 16GB of RAM. Assuming its DDR3, here is a decent kit.

That is most definitely not DDR3...

Ahh you are correct. I changed the filter and it reset from DDR3. My bad.

But watch out because if you're running an HDD this might slow down your PC too. Maybe not significantly but if you have a lot running at the same time then it's better to have an SSD. If you do have an HDD tho and it's 5400RPM then switch to SSD as soon as possible.

That seems like the logical thing to do.
Increase your RAM for starters. Also, do you have SSD already or..?
As everyone else stated, you definitely need more RAM.
The recommended amount of RAM to have while comfortably gaming is 8GB, but you are also adding streaming to the list.
Do you know what GPU your computer has?
System Information > Components > Display
What makes your computer a streaming computer, where'd you buy it?
Do you have a link?
I only do deals onsite through PM's/Contracts.

I'm very good at Hardware and I can definitely tell you the best advice.
For streaming, more cores are the most beneficial performance you will see, the standard for strong streaming is 6 cores. I'd recommend a new Ryzen build for best performance and price.
The CPU you have is Haswell, it's a quad core and coupled with 4gb, it's really not ideal for the streaming you desire. I'd look for something like a Ryzen 2600 with 8gb ram. Also if you have spare, buy a SSD.
It's amazing how many post here without reading other replies. I don't really get it why people do that...
@OP - Have you managed to get more RAM?

Increasing RAM and SSD if you haven't yet will be enough, no need to change your CPU
By the way there is way to use flash memory as RAM, it's ready boost
First off, get more RAM. Second, close everything you dont need in task manager.
