I could have sworn I've seen it said that this specific forum, and one other. I think it might have been hiring, partnerships, and personnel. Were exempt from the requirements for HF contracts. I could be completely wrong. But I can't seem to remember where I might've seen it. I reached out to a mentor, and he suggested I ask the question here.
