PC Underperforming with 1080ti - Help please!

Specs:
- CPU: Intel Core i7-8700K - 3.7GHz
- GPU: ASUS ROG STRIX GTX1080ti GeForce 11GB OC Edition
- Motherboard: ASROCK h370m pro4 lga 1151
- PSU: Corsair 650W
- RAM: 16 GB DDR4

I've watched Youtube tests in Warzone and guy was getting a steady 120-140FPS with almost same specs.

Meanwhile I get 55-60 fps in crowded area and about 80-90FPS Max!

Look screenshot:
Spoiler (Click to View)

It also happened in Shadow of the Tomb Raider where FPS dropped to 35-40 in crowded areas (I'm 100% sure that's not supposed to happen with this rig)

I'm sure my GPU isn't bottlenecking CPU so what could be the problem?

I'm hoping someone who knows better than me can solve this. Would overclocking my CPU fix the issue?

EDIT: I have Acer XF240H 144HZ 1080p monitor
I am pretty sure at this point its a faulty GPU cause everything should be running smoothly unless you got something in the background running which is draining your gpu and maybe check your nvidia settings you might find something that is turned on which should not be on.

Bottlenecking is myth yes it does happen but you would never notice it unless you have a Pentium chip or something with specs little this bottlenecking does not exist

I know this probably sounds like simple advice, but you should look into your power options just to make sure that you aren't running on a balanced power plan.

Other than that, you should look into the 3D Settings on the control panel.

Good luck finding a resolution, I know how frustrating this can be.

I doubt it's faulty GPU as guy I've bought it from """CLAIMS""" he only did some rendering on it and used it maybe total of 30 days in 2 years.

I've read that re-installing windows helped someone on Reddit so I might try that as well. At this point I got nothing to lose.

I also read that 1080ti on 1080p is overkill and that CPU can't keep up with it (that's why I considered overclocking). I mean hell, I have 8700k I should overclock it for the sake of it

have you upped the res to 1440p like u said yesterday and was to raider fine after reinstalling all the drivers plus i know that COD is a very demanding game and i have seen some crazy gaming pcs have problems with cod.

was looking on the nvidia site and people are saying to change power plan and make sure its on gaming performance.

Dont think you need to overclock that aint necessary, one thing that i would recommend is go into to your bios and check ram speed as this happend to me once and my pc was not running games properly and it turned out to be that my ram was not at normal speeds.

What do you resource usages look like when playing games?
yes

You're not going to be able to overclock the CPU with that H370. You need a Z370/Z390 board to overclock.
Can you link the video that you were looking at? Are you using the same settings as the guy in that video?

I didn't up the resolution, should I try it?

I thought it worked fine and it did while I was in the jungle, but the moment I entered crowded city my FPS dropped to 35-40...

What are normal speeds for RAM?

Can you elaborate? Turns out I'm not really good at this stuff lol.
There is a screenshot in OP.

Here is userbenchmark: https://www.userbenchmark.com/UserRun/26782387
I don't understand what's going on there, but it may help

Yeah I'm aware that I can't overclock CPU with my current motherboard.

https://www.youtube.com/watch?v=YpRn8NOKDp4

KEEP IN MIND this guy set it on ULTRA averaging about 100-110 FPS constantly.

I lowered my graphics to normal/high and had 60FPS.

My CPU is not overclocked though like his, but could that make such a huge difference?

ALSO: When I tried lowering quality to LOW on Shadow of the Tomb Raider I still couldn't get past 60 FPS in the city.
This is when I realized there is definitely something wrong..
Try and change the res and you need to find out what ram you have and check what speeds it should be on and then go in the bios look for ram and see the speed that it is on.

Increasing your resolution would only make a difference if your frames were hella high and your CPU usage was bottle necking your GPU. (Where higher res=lower frames, which means less frames per second the CPU has to keep up with)

Keep an eye on your resources and temps when playing a game. Maybe your computer isn't using your graphics card for some reason. My first step in troubleshooting this sort of thing is to use DDU to uninstall the driver, and reinstall the newest driver.

He has already done this and i am running out ideas what he could possibly do.

Well he is also running his 8700k at 5 GHz all-core, while yours is probably only boosting up to 4.7 on 1 core at best, or 4.3 all core boost.
I would try:
-Disabling DirectX Raytracing in game if you haven't already
-Running a scan and repair through the battle.net launcher
-Disable Discord overlay, and disable hardware acceleration in Discord as well
-Disable game optimizations in Geforce Experience, I lost the thread, but someone said that it might be enabling some features that work well on RTX cards on your non-RTX card (I would say this is almost certainly the problem, since it's happening in not just Warzone)

I did all but #2 step and didn't help me.

I was still having 60-65 FPS in game entire time and it didn't get higher even when I was looking at the ground.

Temperatures were fine.

GPU Usage was about 98%, while CPU usages were 40-50%

EDIT: Even in COD4 where I could easily reach 1000 fps in some areas I can't even get stable 333 fps. I will try re-installing windows tomorrow if that doesn't help I will RMA the card
UPDATE:

I'm happy I didn't RMA the card. I bought new motherboard (MSI MPG Z390 GAMING PRO CARBON ATX) and new RAM (Corsair Vengeance RGB Pro 32 GB) and turbo clocked my CPU through BIOS and now it works.

Writing this in case anyone has the similar problem.
Stupid question... Are you connected from Monitor to GPU? You'd be surprised the silly mistakes you make while building.
