Better specs for your money in desktop, can always do xcloud on tablet to game in go from your pc
Desktop
Laptops are prone to over-heating, biggest issue I've seen so far.

I would go with a desktop for gaming, most of these gaming laptops tend to be bulky coz their biggest issue is keeping everything cool.
You can easily swap/upgrade parts on a desktop but for most laptops it's either hard/not possible to swap out the graphic card or processor.
If you like portability, stay away from a pc. PC's are more for a homebody type environment.
I bought a $3k laptop and returned it the same day. Definitely go with a desktop. As to which one, depends on your overall budget.
I would go for a desktop, however keep in mind that GPU are quite hard to find for the time being (I mean, for a reasonable price), so it will definitely increase the price of your desktop.
Laptops sound easier to get for me, for even a more reasonable price, however as said above the main issue is the heat ...

Haven't laptops evolved to have better cooling and fan?

They evolved the same as GPU evolved to be more powerful, however more power includes more heat. It seems that some laptops are better than others regarding cooling tho, you should take a look at this list :

Personally laptops are good for if you're portable but it doesnt take that long for them to become outdated and Overheating yeah, if i were you I'd build a desktop. However if you want a good/decent laptop get the "Msi GE76 Raider edition" you can have a choice between i7/i9 processors, and a 3070-3080(if im not mistaken) and can go up to 32 or 64 GB of ram.

laptop if you want to game on the go and aren't home that much is a good choice
For gaming go for Desktop, i don't like gaming laptops but it's up to you
I would go with a gaming desktop since it is better value and easily upgradable
