on the upgrade page I see L337 can give only +1, how do you get the ability to +10 rep?

Beside reputation, what is the meaning of Credibility here ?

Credibility was known as b-rating and may be referred to this word in the Help Docs. You can give positive, neutral, or negative credibility after a deal happened with a HF contract. If you buy something and the seller provides you the product/service you can give him a positive cred, otherwise you give him a neg cred and you can also open a dispute (only if a contract exists for this deal).

Credibility is an indicator of trustworthy for sellers / buyers, however always be cautious when you deal, especially if big amounts are involved, in this case I recommend you to use a middle-man.
