I wasn't sure it was worth a tutorial, but I got some good reactions to my thread here:

So i'm going to write a quick tutorial on how I did it.
I used some regular text with an inner shadow that I liked, and started playing with animations. Here is how I made this one.
So basically, I got the frame by frame animation window opened,
Window > Animation
And then, on the first frame, I put the regular text and added a Gradient Overlay. But instead of linear, set it to "Angle" and at a 90 degree angle. Put the scale very low, and choose any gradient you wish. If you want a radar like animation, maybe use a shade of green.
Now, create a new frame, and all you have to do is change the degree to -90. After that, simply have the 2nd frame selected and click the Tween option, and choose as many frames as you want (The more frames, the longer the animation)
And then you're done. You can go more in detail and add some red dots on low opacity in some of the frames and set them to fade to create an actual "Radar" animation, but that's optional.
So that's how I did it. Very simple yet clean animation that I think is unique to this community. Enjoy.
