Well I was just wondering about something with deal disputes,
It says never to contact staff about deal disputes but.. what if the user openly admits to scamming onsite?

Are you allowed to Pm them just so they can review it?

Also Note:
I'm not a butt hurt member who got scammed, I am proud to say I have never been scammed on hackforums. I just hate that all these members get scammed and just noticed someone admit to it in one of his threads 👍

Well it's pretty clear if you ask me, the guy was asking to buy something and someone replied
"First you should deal with these (linked to atleast five reports)"

He then said:
I'm going to pay everyone back, except one dude cause he pissed me off.

Also the link you provided was what confused me:

Do not PM staff. Our staff on occasion will ban a scammer, if the evidence is on site and apparent. If you got scammed, we would appreciate it if you report the scammer by making a thread in the scam reports section, with the following content:

Well I'm glad I'm not the only one then,
Hopefully a staff member or mentor will be able to answer my question 👍

If a user admits to scamming and you have valid proof he said it onsite then you can PM a staff member. I'm sure of it.

It is buyer beware. Staff and Admins will not get involved in deal disputes and members are responsible for their own actions.
