Hello. I'm gonna discuss here about the most important meta tags' configuration for your blogger blog for better SEO ranking.
Use the following code after the <head> tag.
Each of the tags are discussed bellow. Just scroll down.

Now Lets Discuss about the meta tags:

<meta content='AUTHOR NAME' name='author'/>

This tag is used to inform a search engine who the author of the blog is.

<meta content='BLOG'S DESCRIPTION FOR HOME PAGE GOES HERE' name='DESCRIPTION'/>

This tag informs the search engine what is your blog actually about.

<meta content='BLOG'S MOST INTERESTING KEYWORDS FOR HOME PAGE' name='KEYWORDS'/>

This tag informs a search engine about the most interesting topics of your blog.

<meta content='index, follow' name='robots'/>

This allows search engine to crawl. If you put NOFOLLOW in content field. Your blog'll block search engines for indexing.

<meta content='2 days' name='revisit-after'/>

This tag asks a search engine to come back in 2 days and index again.

<meta content='en-us' name='language'/>

This tag tells about the language of your blog.

<meta content='COUNTRY SHORT CODE' name='geo.country'/>

This tells a search engine about your blog's base country. Ex.: Use IN for India.

<meta content='NAME OF THE PLACE' name='geo.placename'/>

This tells a search Engine about the base place of your blog.

<meta content='global' name='distribution'/>

This is not important. This tells about degree of distribution of your blog.

<meta content='text/html; charset=UTF-8' http-equiv='Content-Type'/>

This tells about your content type.

<meta content='true' name='MSSmartTagsPreventParsing'/>

This disables a feature that only appeared in the IE6 betas.

<meta content='general' name='rating'/>

This tag says the rate of your page's audience appropriateness. Such as safe for kids or general etc.

Between the <head> tags. E.g <head> meta tags here </head>

Keyword meta tags doesn't do anything, Google doesn't read them and they're to no benefit, they do more harm than help.

Yeah, good guide, really usefull if you are a beginner with seo.

This is a MUST if you want to optimize your blog, and its really well explained here.

But I'm just saying that if something things this is hard, you can use wordpress instead of blogger, its free aswell as it have some plugins that make this really easy :)

Yah! I personally use wordpress for my own and for my clients. Really the best one I've ever used.

Those Who are Facing problems while copy & Pasting, I'd like to recommend you Change the values before Saving them. Otherwise If you just copy & Paste and hit save, You'll Face an error like bellow.

Error parsing XML, line 9, column 21: Element type "meta" must be followed by either attribute specifications, ">" or "/>".

Because of a single quote inside the code.
If you still facing Problem just post here.
