How come I never saw an anime where there was a black person as the main character? In Boondocks for example the main characters are black.

I don't know if they're racist, but rather prone to conforming to stereotypes.
They depict Americans usually as people with blonde hair blue eyes, also being very rude and rowdy. (What I've seen, at least.) (May 9, 2014 07:59 PM)Dragon. Due to their Xenophobia which limits them from allowing immigrations, their work is more important then starting a family because females are suppose to be "housewives". And of course a thousand other reasons, its quite sad really.

They have a different culture and yet people judge them for having their own set of beliefs/preferences.
If they don't want a dark-skinned main character, that's their decision. Honestly, I don't think an anime with a dark-skinned main character would be that popular in Japan. Not being racist, just that Japanese people tend to dislike foreigners like that... although they seem to be fine with Americans (white) and Europeans (again, white).
I've heard about Japan being xenophobic as hell. Might be that.
