Can you make an external HDD(Local Disk) be recognized as removable storage?

As the title says. Turn a external HDD recognized as "Type: Local Disk" (USB) into "Type: Removable storage"

Not to be confused with turning a HDD into external storage through some hardware attachment (I've already done this).
If an external drive is shown as a "Local Disk", there is something wrong with that drive (usually).

The only way you can convert an internal hard drive into removable storage is to remove it from the system case and put it into an external hard drive enclosure.

Technically, any hard drive would be considered removable storage. You can configure the quick removal settings in properties tab of any XHDD in Explorer (My Computer).

Ive done that ("convert"). What I am trying to do is make the internal HDD (converted into external hard drive with the enclosure) into a "Type: Removal Storage" instead of it being recognized as a local disk when plugged in through the USB.

It shows up like if it was a normal HDD installed onto my computer but I want to format it into a removable storage (meaning it's actually recognized as that by windows, not that it is technically removable storage because basically it is "removable storage" but just recognized as a local disk HDD).

Whats the difference between a USB storage device and a internal HDD (made into an external)? One is being classified as a "local disk" (local disk being the internal HDD) and the other as "removable storage" so there has to be a difference in the way it's formatted or looked at by windows.

Edit: I forgot to mention the purpose of this. I want to be able to use it to back up and transfer files on a PS4. While a removable storage device works perfectly on a PS4, this HDD is being recognized as just a HDD and not a removable storage so it can't be used on the PS4 as a removable storage as it is.

I was maybe wondering if there's some special formatting or something done to usb storage devices that makes that difference and hopefully apply it to the HDD and see if it's usable on the PS4 like any other usb storage device.

I can't find any info about it that leads me to a solution except "cosmetic" changes. I've turned my iphones HDD into a usb storage device through partitioning a part of it, my hope is that something similar can be done with this HDD.
