You're not getting them for free. People are selling these though.

Well, first you should look into SQL Injection and other web vulnrabilities (RFI is also a good one), there are many tutorials here. Then, after you are able to successfully find and exploit sites using SQLI, you can find the admin login to the panel, it's the first user in the db. Then, from the web panel you can upload a shell such as greenshell, or any other shell to the host. (You can easily find shell sources on pastebin.) Then you will have your own private shell on that site.

Or, you could do it the easy and extremely skiddy way and look for public shells on pastebin, however they are pretty much useless because many people are probably using them, thus resulting in very little power.

Wait what? It's not even hard it's like 30 lines of python code nothing that should be sold.
I've seen plenty of them, just google it or just search here I bet there's a few good working ones.
