I was trying to install Visual Studio Ultimate 2013 on my windows 8 PC.

I got an Error while installing .net framwork 4.5.1 (supported framework for vb 2013) .
Have you ever faced this issue ?

Which .NET Framework do you have installed on your system currently? Also, do you have .NET Framework 3.5 enabled in "Turn on and off Windows features"?

Usually related to a corrupt catroot2 folder. Cuz should be renaming catroot2 and possibly dumping software distro items or using a power installer.
