The title says it all. And yes I've done pretty much everything from portforwarding to setting up a static ip. This problem only seem to happen to me on some rats yet some rats do work for me. However, the rats that do work are pretty bad and allow close to nothing. I need darkcomet to work since I've heard it's the best free rat out there.
