I have the following setting set:

Tools --> Options --> Advanced button --> Update tab --> Never check for updates (not recommended: security risk)

But this shit still pops up:

When im surfing the internet and this pops up it slows the browser to a crawl.

Weird, I don't experience that with the same setting. Maybe try deleting and re-installing the browser?
