Hey there!

This issue normally occured when you have not installed "mysql-server", it also might be a corrupt install which should be solved by removing it, and do a new install of "mysql-server".

If the process stated above doesn`t solve the issue, try installing htop, and thereafter check to see if the mysql process is running.

/etc/init.d/mysql start

If the above doesn't solve your issue. Use these commands to reinstall mysql-server completely.

apt-get remove mysql-server
apt-get purge mysql-server
apt-get install mysql-server

Should fix your issue.
