Deny incoming connection to modem?

Is there any possible way to drop an incoming connection for the whole network?
Like block it from ever fully connecting.
I don't have any code to include in this thread as I am not even working on anything. I'm curios about this though as I may work on something involving this in the future.

Reject a connection at the modem? The only way I can see this working is if you use UPnP to add an entry for the incoming connections desired port and null route it to localhost or something.
Idea off the top of my head, probaby wont work:

Setup a switch and set the gateway to your computer.
Make a program to handle the connections and make your a computer a functioning gateway and forward the connections/data to the router.
Analyze the gateway connections. If you want to block a client, dont forward it to the router.
Lotta blood to let, peace to make, give a fuk about a check
