First design has a little bit too little spacing and the second one has too much spacing. But you are def on a good way.
One more thing to change is the font, you really need to find a new font to use. Try to Google "Ubuntu font" and see if that one would do better for you.
Good luck
Here's are some suggestions I have, on the center move the font to align with the icon, Personally I dont like that font myself. Top header try and align that, my general suggestion is align the content, it makes it flow nicer in my opinion.

Since every time I've done it, the page size has been too large one way or another. How do I cut the parts I no longer need?

What I normally do is to use "Ctrl + T" (transform-tool? I think that is the shortcut key.) to resize the shape/image and then drag the following parts up. Then you have a large empty space in the bottom right?
Make a new file with less height that works and then just drag all your layers/groups into the new file.

Couldn't of said it better myself!

Damn that sounds like a mission. Is there not anyway to just cut the excess parts? (Unneeded space)

That is a good question.. Not sure to be honest. I use the method stated above, takes like 5 min hehe. Give it a shot or maybe you can ask someone from the free section to do it for you?

Nope, Designing is an art my friend and art shouldn't be rushed. Take your time that way you don't need to revise it a lot, is my going motto.

Wouldn't necessarily call it rushing I would just call it a shortcut. It would make more sense taking a quick method over a long method that provide the same results.
Thanks both of you though!

Very true, the good thing about his method is you can resize multiple at once and very they are all the same and not off by a few pixels. Best of luck with OP you got this keep trying, as it's a skill not something you are born with 🤗🤝
Playing around with styles n shit right now, it's actually pretty fun. Tomorrow when I'm not busy I'll download a load of icons, pictures and fonts.

You could check out my tutorial on Thread Designs in the graphics tutorial section. I'm sure it'll help you a lot. I plan on making more so keep an eye out.
Of course learning is copying. I can share some icons with you as I got an account on Envato elements.

In Photohop, just use the crop tool to make it less height. It's what I always do. Short and simple.

Keep consistent in things like fonts and lighting in stock images that you use in your design.
Keep consistent in the font and maybe make titles bold with better letter spacing or something, idk haha.
First things off, that second design is a HUGE improvement ~
I think that you could downsize a little on the width because on my screen it's edge to edge and I don't know if you're trying to simulate a webpage but something about it feels restricting and it's just coming out to me violently :o
I love your efforts I can't wait to see the revision !
