Windows cant find drivers even for simple usb devices

I have a computer and a laptop with windows 7 . I purchased a joystick and when i connected it to my laptop ( no internet ) it installed the drivers in less than 5 secs . The problem is my computer . No matter what i do it cant recognise the device or even find the drivers while i have internet . I tried to do windows update , and after that still nothing ... Any suggestion ?
With your joystick plugged in via USB, go to Device Manager -> Universal Serial Bus Controllers -> Right-click and uninstall every instance of "USB Root Hub". Reboot your computer and see if your computer recognizes your joystick now.

Check google mate you ll find everything
Manually download and install the drivers from the joystick manufacturers website.
