I was thinking of buying an app already on the app store and play store from a person. What sort of information should I ask for concerning the app. Am I supposed to ask how much moneys it has made? Also if we agree on a price how do I make sure the ownership is transferred to me safely? Thanks

First of all you should pay for the source code, and yeah you can ask for how much does the app does at the moment, or an history of it.

They can be easly transfered to another developer account, if you dont have one, a payment is going to be required from you to google. You can get more information reading the Google Console Help, try googling for "Transfer apps to a different developer account" and "Google play developer console"
