Maybe concider allowing the selling of VCC's i mean what the hell is the harm in selling a VCC with no money on it or very little amounts... I mean you allow the sell of pre loaded gift cards on here? Why not VCC's?

You could had read Help Docs. Also there's a compilation of denied suggestions and those which don't get accepted ever. Though omniscient might consider in future.
