Thought I'd release this. Does not support eyedropper yet. Will add it soon.
Shows hsv palette but converts it to rgb and hex.

Edit:- Added HEX and updated layout. Will update the video after adding eyedropper and hsv numerics.

Usage:
Code
Dim c1 as new Customcolopicker()
c1.Show()
Code
dim cl as color = c1.Color


Clicking on the selected color will close it.

Why not WPF? I am sure it is much less work to make something look good.

This is nice sharing, I suggest you add the HEX Color too next to the ARGB if you know the way that's good if not you can get the idea from one of my released projects(iPalette).
