So the computer randomly became slow and started freezing, it auto restarted and now when the popup to start a program as admin comes up I just get the background, the popup itself doesn't even show up.

If I start Google Chrome it just opens a white screen, nothing else. If I start microsoft edge or google explorer nothing happens.

However I started in safe mode and everything is working fine. I installed malwarebytes anti malware and no malware either.

What can possibly be wrong?

I also tried starting LoL because I had a tournament right now and it just shows the icon and nothing else, can't do anything at all unless I'm in safe mode

Why not? Just boot from another OS using an USB and back up your files from there. Then wipe drive start over

Refresh your computer, it's similar to a wipe but instead, it keeps all your documents. Your programs will all be gone, but those should be easy enough to reinstall.

UPDATE:
Created a new user and made it admin as well, and everything works fine on the new user.

Any idea what can possibly be wrong for the other user to have all these issues? The other user also is an admin & this user came with all the programs I had installed in the other one as well so it isn't a program problem...

Probably something in the startup folder/registry startup key for the other user that causes your problems.

I turned off all the non microsoft services & disabled all startup programs :l
