Laptop won't start after boot menu

So my laptop got a virus and now it won't get past the boot menu.
Is there a way I can get my hard drive set to default?
I know I'd need some kind of cable but can't remember what it's called.
Also, if I had the cable how would i reset it to default
Can you boot in safe mode?
Do you have an USB with a decent amount of storage?

You need to give us some specs to work with .. OS at least. You might have to restore or recreate a boot sector... there are tools for it but you will need a usb drive.. all depends on your setup.

You can set your hard drive to boot first by going into the BIOS. To access it you have to press some button during startup. To find it just Google "Laptop Name BIOS".

Windows 7, it's not an amazing laptop but it's decent. It's a Dell Inspiron.
From what I remember it wouldn't let me use the disc drive or USB as I tried reinstalling multiple times
What does it do exactly? Does it shutdown? Does it keep staying on the boot menu? Are you sure its the boot menu and not just the boot splash screen?

If would help if you could grab a picture of the screen
I actually can't tell as the sceeens been smashed for years.
It's just stops at the boot menu from what I can tell.
Normally my monitor will come on when it goes to the windows login page.
Is there a way I can install windows onto the hard drive without using this exact laptop and do it from another?

You could try to take out the harddrive and replace it another computer, then install windows.

I would not recommend doing it, but it could be your only option.

Also, if its the bios that wrong with, replacing windows wont fix anything, how old is the computer?

It's probably about 5 years old.
I've heard you can take a SATA Cable and reinstall windows on it from another PC. I've had a problem very similar to this before and the repair shop said to buy a SATA cable as I told them I had important business stuff on there that I had legal contracts with so they refused to repair it themselves.

If you install windows on another machine the chances are you wont be able to use it in your machine as the drivers wont be compatible with your hardware. It might cause BSOD. You can still try tho.

Hi,
I would recommend you to use dban, Hirenbootcd or falconboot 4 to pernamently rewrite your disk and then reinstall windows. Leave me a message if you need further instructions

I'd ignore what this guy says.

Did you make your USB bootable or did you just drop the files on it?

Does anyone have any near enough guaranteed recommendations? If it is my BIOS is there a way I could repair it with a SATA Cable and the hard drive to another cable

cable will not help at all.. how about you make a video of whats happening when you turn it on.. it will be easier to tell what might be the cause.
