Could be anything. How old is the PC? Battery condition? etc etc. Is it the originial charging cable that came with the laptop? If not is it the same voltage as original or can you choose voltage?

Hello,

Did you tried to unplug the charger, to remove the battery if it's removable, push the power button for like 20 seconds, put in the battery, plug your computer, turn on your computer ?
