"This crypter isn't working properly as the encrypted file is broken and cannot be launched. And just recently I found out that selling this kind of stuff is illegal and I don't want to be affiliated with any of that so I want a full refund."

dont think there is anything you can do. like with game cheats paypal just give the costumer right. at least in my experience.

Just call PayPal and explain he purchased it and the product was delivered and now he lying as he broke your ToS or some shit - Just a suggestion.
Either way, he's a bit of a mug for scamming for $25.
