Easy. Just format the flash drive.

I can't, there is no space, so Windows doesn't give me permission. I tried from 2 Windows computers.
Please show a screenshot of how the device appears

Right now I can't, but it showing in the start with 0 bytes and blue line. In properties - 0 free space, 0 used space or something like this. When I try to repair it "Windows can't repair, not allowed" or something like this..
Interesting. My recommendation would be to spin up a VM running Linux (Ubuntu is a personal favorite) and install gparted.
Code
sudo apt install gparted
Then run
Code
gparted

Have the flash drive connected to the host machine AND make sure that your VM is set to allow the flash drive as a removable device. Once in gparted, check the disks at right and select your flash drive. Format it entirely. Remember, this is a VM so feel free to break it entirely: make mistakes.
Moving on in life in such a way that doesn't include HF. HF allowed me to get into the security field and peaked my interest: I appreciate everyone's time, effort, and encouragement. If for some reason you have a means to message me outside HF, feel free to, but I won't be coming back.
Go to Computer Management>Storage>Disk Management and see if you can delete the volume and then create a new one.
